1.  Background Information

REED Nepal was established in 2000 as an NGO with the motto of “Quality education our commitment”. REED Nepal works on quality education for children and girls of rural communities through Teachers Training Quality Education(TTQE) Program in Solukhumbu, Taplejung, Kapilbastu, Rupendehi, Palpa, Myagdi, Rasuwa, Kapilvastu and Parsa districts of Nepal. To achieve this goal, REED Nepal has been doing long term partnership with Australian Himalayan Foundation (AHF) since 2005 to improve quality of education of vulnerable and disadvantaged children in the schools of remote and mountain areas of Solukhumbu district.

TTQE Program is a flagship program designed for July 2018 to June 2021. The program has four strategic objectives on Namuna School (NS), Literacy program (CLIPS), Subject (English, Math and Science) teaching and Going to School Support (GSS) program to achieve the goal of inclusive quality education for all children of Lower Solukhumbu region to enable them to improve their living standards. Teachers’capacity building on literacy and EMS are the main focus of TTQE program to build the capacity of teachers and enable them to perform well into the classrooms so that children of grade 1 to 3canread and comprehend in Nepali language and children of basic level will improve their learning outcomes in EMS subjects. In addition, the program has an expectation to engage parents in children reading and learning. The program has adopted a holistic development of the schools through Namuna (Model) school approach and intensive literacy program to engage more parents and community people to promote reading habit and home environment of the children, improve governance and management system of schools and learning outcomes by enhancing capacity ofSMCs/PTAs, headteachers and teachers as well as raise awareness on children’s rights, protection, and safety.

2.  Purpose of  Study

The main purposes of the longitudinal study are:

  • To observe and track the improvement of children learning development, growth, and change over a period of time who are benefited by literacy (CLIPS) program.
  • To find out the effectiveness of teachers’ capacity building (CLIPS and EMS pedagogy) in improving children learning development and outcomes.

3.  Scope of the Study

The study will observe and monitor the cohort groups of children (grade 1 to 2) and EMS/CLIPS trained teachers over a year of time and look at closely to see their changes and development in behavior, knowledge, skills, learning attitude and learning outcomes. So, the results and recommendations of the study will help guide future program design and planning.

4.  Study areas and Target Groups

The study area will be TTQE program intervention areas i.e. 7 Rural/Municipalities and 100 schools of lower Solukhumbu. The study groups will be children of grades 1 and 2 where the CLIPS program is implemented and EMS/CLIPS trained teachers of 100 schools. The key informants will be headteachers, parents, education units at the local level and local government.

5.  Methodology

The study will focus more on qualitative research methods to gather information and data. However, quantitate research methods will be also applied. The children of grades 1 and 2 being exposure from 14 CLIPS schools will be selected to monitor and track the progress and changes. In the same way, EMS trained teachers of 14 CLIPS/Namuna schools and other non-CLIPS/Namuna schools will be selected to observe teachers’ knowledge and skills’ transfer into the classrooms. FGDs with parents and KII with headteachers of the same selected schools will also be carried out. Research tools will be developed by the consultant once he/she is selected.

6. Time Frame

The longitudinal study will be undertaken from January 2020 to December 2020 and the estimated time frame for the study is as follows.

7. Consultant, Timing and Conditions

The payment to the consultant will be paid by REED-Nepal upon approval of expected outputs as follows: 

  • 20% as an advance
  • 60% upon successful completion of field work and submission of report
  • 20% upon successful submission of final study report

8. Qualification and Experience of Consultant

The Consultant will be a Master’s degree holder in education/MPhil in Research (Prefer to Ph.D. in related field) and experience of over 5 years in research and development sector.

9. Roles of Consultant

The consultant will closely work with REED Nepal’s Program Director and M&E Manager for developing study guidelines, tools, and methodologies. S/he will be responsible to orient, guide the study team to conduct the study, analyze the raw information/data, verify the study data/information in the field and finalize the report.

The consultant will be responsible to:

  • Design the study guideline including literature review, develop tools/methodologies, collect data/information, analyze the data and share periodic reports.
  • Coordinate with REED Program Director and M&E Manager for the field study while taking into account existing qualitative and quantitative sources and other related data.
  • Orient and guide the study team about tools and methodologies as well as test the tools before carrying out the study in the project area.
  • Visit the study areas to ensure the validity of the data/information.
  • Analyze data/information and submit periodic/final study report.

10. Roles of REED Nepal

REED Nepal will help the consultant and his/her study team for the field visit to carry out a longitudinal study and communicate and coordinate with local stakeholders as well. REED Nepal will also provide the required project documents and information/schools’ children data.

11. Budget

REED-Nepal will allocate a total budget based on a per-day consultancy fee for 36 days. The consultancy fee per day shall include all expenditures including reporting, travel, and accommodation. Applicable taxes will be withheld as per the income tax act.
